City of Wauchula issued the following announcement.
The City of Wauchula will be accepting sealed bids for construction of the Wauchula Substation modifications, located at 111 East Bay Street, Wauchula, FL 33873. The City of Wauchula has initiated a project to modify its existing Wauchula Substation, which consists at present of a 69-13kV three-phase transformer bank (Bank B) and four single-phase transformers (Bank A). The design modification includes the addition of one 69kV circuit switcher and one 69-13kV 15/20/25MVA transformer with LTC to replace the single-phase Bank A transformers. The relaying associated with Bank A will be adjusted to mimic the relaying on the Bank B side. A Supervisory Control and Data Acquisition (SCADA) and communication system will be implemented using the existing relays and intelligent electronic devices (IEDs). Contractor shall provide and install the miscellaneous SCADA components in the control house. Owner will provide the new power transformer and Circuit switcher
Sealed Bids must be received by the City of Wauchula, at the Administration Building, located at 126 South 7th Avenue, Wauchula, FL 33873 no later than 2:00 pm EST on December 3, 2020. Bids will not be accepted electronically. The Bidder shall be solely responsible for delivery of their bid. Reliance upon mail or public carriers is at the Bidder’s risk. A firm may withdraw, substitute, or modify a bid with another by submitting a letter to the City prior to the bid opening. The withdrawal or substitution shall include the name of the firm, the date and time of the original bid and bid price, the name of a principal of the firm responsible for the action, and the action being taken. All bids will be opened and recorded at 2:00 pm EST on December 3, 2020. The City of Wauchula, at its sole discretion, reserves the right to cancel this invitation to bid, to reject any or all bids, to waive any and all informalities and /or irregularities, to re-advertise with either the identical or revised specifications, or not award a contract at all if it is in the best interest of the City to do so.

Pre-Bid Meeting: A non-mandatory pre-bid meeting will be held at the City Administration Building located at 126 S. 7th Avenue, Wauchula, FL 33873 on November 18, 2020 at 10:00 am EST. Prospective bidders are encouraged to attend. Bidders who would like to participate, but are unable to attend in person will be able to join the meeting remotely at https://us02web.zoom.us/j/84059343364 or by dialing 1 (312) 626-6799 and entering Webinar ID 840 5934 3364.
Questions: Questions about the meaning or intent of the Bidding Documents are to be submitted in writing and delivered to the Engineer: Patterson & Dewar Engineers, Inc., 1531 Hunt Club Blvd., Suite 200, Gallatin, TN 37066, Attention: Anthony Hanson, PE, or via email: ahanson@pdengineers.com. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to parties recorded by Engineer as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
