Buchanan, Titus, Tillis, Peters Introduce Legislation to Help Combat Domestic Abuse

Congressman Vern Buchanan and Congresswoman Dina Titus have introduced the Animal Violence Exposes Real Threat of (AVERT) Future Violence Act of 2024, a bipartisan and bicameral bill aimed at preventing domestic abuse by addressing the link between animal abuse and violence against people. The legislation requires the Department of Justice to examine the connections between acts of animal cruelty and violence against people and produce policy recommendations to prevent domestic abuse.

Buchanan emphasizes the importance of studying the connection between domestic abuse and animal violence, stating, "Not surprisingly, deranged individuals who abuse innocent animals are significantly more likely to go on to commit violence against people." Studies have shown that nearly 40 percent of known animal abusers also commit crimes against humans. Congresswoman Titus supports this sentiment, noting that animal abuse is often treated as an isolated act rather than a deeper indicator of violent behavior.

The legislation also includes a $2 million annual grant program to support mental health experts, law enforcement, and animal welfare organizations in their efforts to combat animal cruelty and domestic abuse. Senator Peters highlights the need for more research to help communities effectively prevent and respond to warning signs of future violence.

Several organizations support this legislation, including the ASPCA, Association of Prosecuting Attorneys, Animal Welfare Institute, Humane Society Legislative Fund, National Sheriffs' Association, National Organization for Victim Advocacy (NOVA), American Psychological Association, Animal Legal Defense Fund, Sheltering Animals and Families Together Program, Humane Rescue Alliance, and Four Paws USA.

According to the FBI, 70% of convicted animal abusers have committed another crime, with nearly 40% having committed violent crimes against people. Congressman Buchanan has been a leading advocate for protecting endangered species and ending animal cruelty, having introduced important animal measures in the past. This legislation builds on his efforts to address animal abuse and protect both animals and humans.

The AVERT Future Violence Act of 2024 aims to improve public safety, decrease incidents of domestic violence, and protect animals by understanding the link between animal and domestic abuse. By collecting data and making informed legislative decisions, the hope is to prevent future acts of interpersonal violence.
