Congressman Vern Buchanan, serving as Vice Chairman of the House Ways and Means Committee and Chair of the Health Subcommittee, has introduced a bill aimed at enhancing healthcare collaboration between the United States and Israel. The proposed legislation, known as the Maximizing Israel-U.S. Research Advancement and Collaborative Leadership in Emerging (MIRACLE) Medical Technology Act, seeks to foster research and development partnerships between the two nations.
The bill's objectives include promoting innovation hubs for health technology development, safeguarding intellectual property protections for biological products shared by both countries, enhancing telemedicine infrastructure, increasing disease prevention efforts, and establishing a U.S.-Israel Health Care Collaboration Center. Congresswoman Mariannette Miller-Meeks (R-IA) and Congressman Darren Soto (D-FL) are original cosponsors of this bipartisan effort.
"Israel is a leading hub for innovations in health technology," Buchanan stated. "With a ceasefire deal underway and hostages being freed at this very moment, there has never been a more critical time to ensure the health of both nations."
Rep. Miller-Meeks emphasized Israel's role as an "innovation and technological powerhouse" while highlighting the importance of continued cooperation with Israel amidst its national security concerns. She expressed pride in joining Buchanan and Soto in supporting this initiative.
Rep. Soto also voiced support for the collaboration effort: "As the U.S. secures itself as a leader in the global community, we must welcome opportunities to improve our development of medical devices, pharmaceuticals, and other solutions such as early-stage clinical trials."
The legislation has garnered support from various organizations including AIPAC, the U.S. Chamber of Commerce, U.S.–Israel Healthcare Collaboration Center, Combat Antisemitism Movement, and Israeli-American Civic Action Network.
Rodney Davis from the U.S. Chamber of Commerce noted that health partnerships represent a growing aspect of U.S.-Israel trade ties amounting to $50 billion annually. Oded Rose from U.S.–Israel Healthcare Collaboration Center described it as a significant milestone in advancing joint research initiatives.
Robert Mayer from Israeli-American Civic Action Network lauded it as setting "the standard for future healthcare innovation." He added that strengthening ties between these two global leaders would foster advancements benefiting patients worldwide.
In his roles on Capitol Hill, Buchanan oversees broad areas within traditional Medicare programs through his position on relevant committees.
