Congressman Vern Buchanan has written an op-ed in the Sarasota Herald-Tribune advocating for permanent daylight saving time (DST) through his bipartisan Sunshine Protection Act. Buchanan argues that making DST permanent would end the "outdated policy" of changing clocks twice a year and provide substantial health benefits.
"The potential health benefits of permanent DST are substantial," Buchanan writes, suggesting that a Republican-led government could capitalize on this opportunity to improve public health. He notes that Florida's state legislature passed bipartisan legislation in 2018 to adopt permanent DST, with 20 other states following suit.
Buchanan highlights that the twice-annual clock change began as a wartime measure during World War I and was standardized by Congress in 1966. In 2005, Congress extended DST from six to eight months. Today, only two states do not observe the biannual clock change.
He stresses the broad support for permanent DST across party lines and among various states. "This is truly not a partisan issue," he says, noting that both Republicans and Democrats favor this move. However, he emphasizes that states need congressional approval to make this change independently.
The Congressman points out research showing potential health improvements due to increased physical activity during extended daylight hours. He also cites studies indicating safety benefits such as reduced car crashes and lower robbery rates during evening hours.
In terms of productivity, Buchanan mentions surveys where workers report decreased productivity after clock changes, particularly in spring. He concludes by urging Congress to pass his legislation: "It's time to stop the clock on outdated policy and 'spring forward' for good."
